Many companies are likely to impose a hiring freeze following Britain’s vote to leave the European Union, according to a leading business group. The Institute of Directors (IoD) surveyed 1,000 of its members and found that a quarter planned to freeze recruitment.

The results suggested that almost a third would keep hiring at the same pace, with 5% planning to cut jobs. Almost two-thirds said the vote was negative for their business.

Simon Walker, director general of the Institute of Directors, told the BBC’s Today programme: “Business leaders are very, very concerned. Nearly half of them expect the other member states to punish Britain.” Mr Walker said he did not think those that voted for Brexit realised they were voting “for constitutional and economic chaos”, but he added half his members did think they could keep going. “There’s no point crying over spilt milk. Over time we must not lose faith in business to recover, but it was always going to be a shock with a loss of jobs and economic growth for quite a long time and it looks as though it will permeate through the whole of British business.”

Mr Walker also told prospective leaders of the Conservative party: “Businesses have a clear message to those who may wish to replace David Cameron as prime minister: during the referendum campaign we were promised an open and outward-looking country after Brexit, now it must be delivered.”

On Sunday, the Foreign Secretary Philip Hammond, who campaigned to remain in the EU, said “It is essential that we protect our access to the single market. Whether we like it or not our economy over 40 years has become shaped by that access, and to lose that access would be catastrophic.  As we sit here I believe that the flow of foreign direct investment to the UK has all but dried up, while international businesses wait to see how this question is to be resolved. ”

On Sunday, the BBC learned that HSBC plans to move up to 1,000 staff from London to Paris if the UK leaves the single market. The staff who would be relocated would be those who process payments made in euros for HSBC in Canary Wharf.

On Friday, sources told the BBC that up to 2,000 jobs at the US investment bank Morgan Stanley could be moved from London to Dublin or Frankfurt.

Other banks may make a similar move if the current “passport” arrangement is lost. It allows banks to do business across Europe without separate authorisation for individual countries. The passport is widely used by all types of financial firms in the EU as well as companies from outside the European Economic Area (EEA), such as Switzerland and the United States.

If the banking passport is no longer available to UK-based firms, some operations would have to shift to a location inside the EEA.

Leading Brexit businessman Tim Martin, founder of the Wetherspoon’s pub chain, has said anxiety about leaving the European Union was “understandable”.  But he told the BBC that there was no need to “rush into” EU exit talks.

On Saturday, EU leaders called for negotiations to start “as soon as possible” now that the UK has voted to leave the bloc.

“They are saying that because they are in a real panic; they have no cards to play,” Mr Martin said. He added: “Contrary to what some people think, we are in a much stronger position than the EU. We can afford to take our time.”

The UK has a more prosperous economy with lower unemployment, and should wait until a new prime minister is chosen before entering talks, he said.

His comments come after another Leave supporter, JCB’s chairman Lord Bamford, said the UK had “little to fear from leaving the EU”.

The Wetherspoons chairman said “anxiety is understandable but it’s a vote for democracy. Businesses never regret increased democracy because democracy and prosperity are inextricably linked,” he told the BBC.

Shares in Wetherspoons dropped 8% on Friday as the FTSE 250 index, on which it is listed, suffered its biggest ever daily slide in the wake of the referendum result. But Mr Martin said: “In 1987 there was a stock market slump by 27% and the economy boomed for the next couple of years.  There’s a good chance the economy will pick up following Brexit.”

That will partly come from a cheaper pound, he said, after it touched 30-year lows against the dollar on Friday.

Ruth Lea, economic adviser at the Arbuthnot Banking Group and a Leave supporter, said that despite the share falls, fears of another stock market crash did not materialise. She told the BBC’s Today programme that she also expected “trade to continue very much as it is today” with the EU, even after the UK leaves.

Talks will start when the prime minister triggers an EU clause called Article 50, a decision David Cameron left to his successor when he announced on Friday that he would step down.

Earlier, European Commission president Jean-Claude Juncker said a proposed delay in those talks “doesn’t make sense”.

German foreign minister Frank-Walter Steinmeier agreed that talks should begin “as soon as possible”, while his French counterpart Jean-Marc Ayrault said there was “a certain urgency”.

The UK’s inflation rate, as measured by the Consumer Prices Index, was unchanged in May at 0.3%, figures show. The Office for National Statistics (ONS) said, excepting March, in which Easter fell, inflation had been at 0.3% for every month so far this year.

The rate was kept low as falls in the price of clothing offset the rising price of fuel.

The Bank of England has an inflation target of 2%, but has failed to meet this for more than two years. If the governor of the Bank of England misses his target, he is required to write to the Chancellor of the Exchequer to explain why. So far he has written six such letters to George Osborne.

In the years since the financial crisis of 2008, the Bank has been trying to lift economic activity and it has kept interest rates at record lows of 0.5% for seven years,

The Bank’s interest rate-setting committee, the Monetary Policy Committee, meets this week to discuss interest rates. At its last meeting, all nine members of the MPC voted not to change interest rates. The Bank’s most recent forecast, in May, said inflation would remain below 1% until late into 2016, and would stay below the 2% target until 2018.

Among the reasons for low inflation are low economic and wage growth, and weak energy prices, which are still below half the levels of two years ago.

The picture of slow growth and low inflation and interest rates is a similar one in many developed world economies.

Strong online sales and new stores have helped to boost revenues at UK fashion brand Ted Baker. The company said revenues rose 11.3% in the 19 weeks to 11 June, with online sales rising 32.3%.

The luxury clothing firm said retail sales rose 12.7%, despite what it called “challenging external trading conditions”, and it was on track to meet its full-year profit targets.

During the period it opened new stores in Beijing, Ottawa and Seattle. It also opened concessions in department stores in China, France, Germany, Japan and Spain.

Ray Kelvin, founder and chief executive, said: “We are very pleased with the response from our customers over this period and remain well positioned to deliver our expectations for the full year.”

Analysts at Liberum said Ted Baker was outperforming its rivals both in stores and online, as well as through wholesale channels.

Next, Britain’s most successful clothing retailer over the past decade, warned in May that its sales could fall by as much as 3.5% this year, due to a cool spring and signs of a slowdown in consumer spending.

The founder of Sports Direct, Mike Ashley, has written to BHS administrators expressing an interest in taking over some of its stores. In his letter, Mr Ashley said he was keen to save the BHS brand as well as a number of jobs with the retailer.

The company is being wound down after administrators failed to find a buyer for the collapsed business.

“We can confirm that we have a continued interest in BHS,” said a Sports Direct spokesman.  “We have written to the administrator seeking to re-open a dialogue about saving a number of jobs and stores along with the BHS name.”

The administrator, Duff & Phelps, confirmed it had received the letter but made no further comment.

The BBC’s Joe Lynam said he understood the firm would respond on Monday, by urging Mr Ashley to make a formal bid for the stores and/or the brand name.

In a hearing before MPs last week, Mr Ashley confirmed that he had “100%” wanted to buy the High Street retailer.

Separately, the former owner of BHS, Dominic Chappell said that just before BHS went into administration he had arranged a rescue deal backed by the billionaire owner of the sports retailer, but that it had been blocked by Sir Philip Green, from whom Mr Chappell bought BHS for £1 last year. Mr Chappell said that on learning of this deal, “Philip went absolutely crazy, screaming and shouting down the phone that he didn’t want to get involved with Mike Ashley”.

However, Sir Philip has denied knowing about the deal and a spokesman has said he “was unaware of any bid interest by Mike Ashley”.

Sir Philip has been asked to give evidence before a committee of MPs on Wednesday. They are investigating the collapse of BHS and whether it could have been prevented. However, the retail billionaire and former BHS owner has been embroiled in a spat with Frank Field, chairman of the inquiry, claiming that he is “biased” and should resign from the committee. He has written a letter saying he was “not prepared to participate” with the work and pensions committee hearing, unless Mr Field stands down.

Mr Ashley, who built up Sports Direct to be the UK’s largest sports retailer with more than 400 stores, is due to submit written evidence to the BHS inquiry later this month.

Coincidentally he was also testifying before MPs last week about the working practices in his company.

BHS, which consisted of 163 stores, ran out of money last month, jeopardising 11,000 jobs and leaving a huge hole in its pension fund.

Sterling has fallen against the dollar and yen on growing uncertainty over the outcome of the UK’s EU referendum.  The “volatility index” – a measure of investors’ uncertainty – has hit levels last seen in the 2008 financial crisis.

Investors are spooked by data showing the chances of a Remain vote have fallen, although markets have also been rattled by global economic worries.

But the Leave campaign argues that the pound has simply just retreated to levels last seen in March.

Investors are choosing to put their money instead into the dollar and the yen, with the pound falling to a three year low against the Japanese currency – considered a haven in times of uncertainty.  On Monday, sterling was at an eight-week low against the dollar.

With 10 days to go before the referendum vote, two polls at the weekend put the Leave camp ahead, while betting firm Betfair said the implied probability of a vote to Remain has now fallen to 68.5% from almost 80% a week earlier.

“We expect incoming polls to move the pound more aggressively than before,” said Charalambos Pissouros, senior analyst at IronFX Global. “If new polls continue to show a tight race between the two campaigns as we approach the voting day, the outcome is likely to become even more uncertain and hence, volatility in sterling is likely to heighten further.”

Joe Rundle, head of trading at ETX Capital, said the markets were now on full Brexit alert. “Polls show it’s now too close to call and markets are responding with some very twitchy activity. Sterling has shed more than 2% in two sessions to retrace its April lows.”

Worries about the economic impact of leaving the EU were also blamed for a big fall in Asian stock markets. Japan’s Nikkei index closed 3.5% down, while Hong Kong’s main index slid 2.5%. However, the reaction on London’s FTSE 100 was muted, with the index down 0.3% in morning trading.

On Sunday, Leave campaigner Nigel Farage told the Andrew Marr show that sterling had recently been strengthening.

“Sterling is up since March. Since Brexit became a possibility, sterling is up and FTSE is exactly the same level it was in March,” he said. He also pointed out that a weaker pound was good for Britain’s exporters. Last week, official figures showed that the UK trade deficit narrowed in April on the back of a jump in exports.
